Data governance is a program that requires a strategy and a roadmap to execute it. As a program, it needs a vision, mission, and goals. These are embodied in the strategy and roadmap that provides a step-by-step guide to implement the data governance program. The program is built on a policy with executive backing that authorizes the program and gives it enforcement rights. A program may have many additional policies and set standards for how data is collected, managed, validated, secured, and so on

Each policy and standard needs manpower to define, enforce, and update. Every program needs to define how the people involved in these activities are organized to ensure optimal outcomes. Each program needs a charter that defines the strategy, people, processes, technology, and the metrics to measure outcomes. Collectively, this is a lot of work that involves a lot of people, so it’s best to think big, but implement small—one domain or area at a time.
